BDIP2: Adjust Stability Fee

In order to improve the stability of decentralized stable currency BAI, the stability fee of ETH-A, BTCB-A and BNB-A will be increased.

The adjustment details are as follows:

• Adjust ETH-A stability fee: 3% → 8%

• Adjust BTCB-A stability fee: 3% → 8%

• Adjust BNB-A stability fee: 3% → 8%
